i don't think you read what the poster wrote very ccarefully, or at least i think you misunderstood what he wrote.
let me break it down a bit to see if we can agree on the details. let me know if you see any errors in my deductions.
1) the only error he mentioned was an INSTALL error - e.g. the INSTALLER ends with an error.
2) the error he said he ALWAYS gets is "error -117 and component: essential tags."
3) OBVIOUSLY any reference to "essential tags" has to come from the INSTALLER, not from Windows, can we agree on that much?
In other words, can you agree that if there's an error on his CD, when he tries to copy the files from his CD to his hard drive he is going to get a windowsOS/CD/media/copy error, NOT a message from the bungie installer about missing "essential tags"?

so, since he said he tries copying the files AND still gets that error, and we KNOW that error is from a Myth installer and NOT from trying to copy files manually from CD to HD, we can infer that :
4) AFTER he copies the files to his HD he is running an installer.
still good?
note: we can also infer (at least until told otherwise) that the copy-file-to-HD was successful, because he doesn't mention getting a different error message (which he ddefinitely would get if the file copy didn't work).
6) Ok, so now we know he has copied the files to his computer and tried running an installer.
But WHICH installer? And where is he running the installer from?
a) he could have copied the files to his HD and STILL be trying to run the installer on his CD: Possible, and it would definitely explain him still getting the same error message, because even though the files are already on his HD the installer isn't smart enough to know that so it's still going to try to copy the files itself so he would get the same error.
b) he could have copied the files to his HD AND copied the installer and be trying to run the installer from his HD: possible, but unlikely since the original installer was designed to run from the CD, i would expect a different error since i don't think it will work if you just drag it to your HD.
c) he could have copied the files to his HD and then tried running the 1.7.1 updater: Possible, if he didn't copy the tag files to the proper location or there is a problem with the files themselves, he might get a 'missing essential tags' message. i would *think* he would get a different error message but i guess this is possible.
none of these scenarios rule out the possibility of pyro's suggestion working.
