When I was having router-specific difficulties, I emailed the support team at Actiontec (my router's make), and got a very detailed response and directions for how to open up a port. Each router has its inherent idiosyncracies and challenges when you've got conflicting rules set up and dynamic IP addressing.
I'd suggest a quick email denoting your particular model, and mentioning the port you want to assign as open. See if they can help.
