You are going to have to make the maximum team size very small, 10 at the very most, but probably more like just 8. Under this "draft" system, any extra newbie players are probably going to be permanently benched, and simply not play at all. In some instances, some players are so terrible that it would be better that the team play undermanned than use them to play at all.
Also, while this format may increase the number of competitive teams, it will still not be perfectly competitive, meaning not every team will be competitive. You will still have [blam] teams same as always (albeit less of them), because the "core" of every team isn't going to be created equal, nor is the drafting process going to correct this, or even be equal in itself. Furthermore, under a draft system, the players on these teams are forced to play on them (nobody can switch teams) because it is a draft. Now you have an issue with players playing on teams that they do not want to be a part of. Players on teams with other players that they either do not know, do not like, or simply do not want to play with, and would rather not participate at all than play on a hopeless team that would be more frustrating than entertaining for them. Then you have an issue with many players not showing up, and teams forfeiting or not showing up with the full potential of their originally intended roster. Basically it is just a simple issue of team chemistry. However, one would be stupid to think that team chemistry isn't hugely important, and there simply won't be much team chemistry in these teams.
That being said, sounds interesting to try. People need to realize that this isn't going to be some kind of perfect solution though.
What may be more interesting to try though, is to simply have everyone make 4 man team rosters, try to get 32 of these teams. Then you have everyone registered in the tournament rate all of these teams to make a fair ranking of all 32 teams. Then you take the top ranked team, merge them with the last ranked, and so forth all the way down the line for every team, so they all have the same "average rating". Now you have your 8 man team rosters for the tournament. Even this system would not be perfect, but would probably be even more accurate and competitive than a "draft," and furthermore, cut down on the issue with players refusing to participate / teams forfeiting, because at least everyone will be able to play with several other players that they want to play with, because they were able to create their own 4-man team.
If you want to diversify the teams even more, then get 64 teams of just 2 players each, and do the same system, though it will be more complicated in matching the teams up so they all reach the same "average" rating.
You could even do it with just 128 individual players (this would be the closest method to being perfectly competitive, but it is also the worst for team chemistry), but again, it gets even more complicated in match-making the teams fairly.
Also, the more you "diversify" the teams under this system, the less team chemistry there is going to be, and therefore you greatly increase the risk of team forfeits and lack of player participation. Keep in mind, players do not have any motivation to log on for their matches and participate in the tournament if they are not on a team they remotely like. In fact, it may be better for them to save face, and simply say that they did not participate than accept a team they do not like. Therefore I would highly recommend just sticking with the 4-man team roster / 32 team method. You need a good balance of competitiveness and team chemistry for this to be successful realistically.
You will probably also have to implement the same rule mwc utilized, that it is officially a 6v6 tournament, but you can do 7v7 if both teams get enough players to show up. Because rosters must be small / have minimum amount of alternates, and attendance could be an issue.
